Vermont became the 14th state--it was not one of the 13 colonies (the area was claimed both by New Hampshire and by New York).
Slavery continued until the Civil War in DC, surrounded as it was by two slave states. Buying and selling slaves in the district was ended as part of the Compromise of 1850.

So making DC a state would mean, among other things, taking a chunk out of Virginia and Maryland and while in the process of creating a new state where you have to redraw the boundaries of those two states, they lose a percentage of population and land and create a situation where a state not only has it's own state legislature but it is home to the seat of the Federal government. Man. What a head full of snakes this chicks got.
