It makes more sense for Putin to support Liberman for many reasons. I don’t have idea what is behind this meeting. Probably both try to play each other.

Netanyahu is friends with Putin and has met with him many times in recent years. Putin has very personal connections to Russian Jews, and seems to like Jews generally.
Liberman has taken up the anti-religious banner from the Lapides. His ‘Russian’ constituency has mostly assimilated to broader Israeli culture.
No way Putin wants to extend support to what is essentially a bit player.
