Actually, although I, like most of us, am totally opposed to this proposal it supports a contention of mine that I have made for years that the Second Amendment, like all Amendments, is a Federally guaranteed right that was agreed to by all of the original 13 states and each succeeding state admitted to the Union and therefore is not subject to interpretation or modification by any individual state as we presently see around America. How can gun laws be different from state to state yet when it comes to banning or “buying back” weapons the Federal government decision is supreme? A Federally guaranteed right cannot be capriciously rescinded without due process. And in this instance that would require a Constitutional Amendment which, as they well know, would never pass.
