You must not have flown with US passenger airlines prior to 911? I did, and security was very lax. The 911 hijackers had no need for hijabs, plants, etc. In fact, those things might have increased their or their plans’ (low) risk of apprehension, boarding those planes.
Well they were pretty strong in making it difficult for armed fed agents and police from flying armed.
