Early stingray may have been possible starting with Bush but I would think this was going on with Obama and then Trump.

Stingray has had maybe 5 or more different names over the years:

“Dirtbox” was one that stuck for a long time.

It was once the size of a refrigerator, then a trundle-box, then a large suitcase.

Now?

Sheesh, it must be like a large cell-phone. I’d wager it’s called something else, too.

It goes back to Clinton, but in a more fixed, non-mobile form it goes back further than that, for sure.
