There were quite a few never-Trumpers 2016-2018, and they did little to further Trump’ goals. ...Many “retired” and were replaced by Dems in 2018. Other Pubbies have already said they will not seek re-election in 2020, so that will rid the House of some more n-t.
Republicans need to win those empty R seats and a bunch of D seats in 2020, if we expect anything to get better.
