I have wondered about the very same thing. Deep drilling a barrel, reaming, rifling, polishing, and chambering are the tough nuts to crack. Now, THAT would be gun-making.

Eventually technology will give people the ability to easily build all kinds of weapons that would be impossible to stop.

The techniques are continually being refined and distributed over the Internet.
In my lifetime, there was easy access to powerful weapons and explosives. Anti-tank guns and anti-aircraft guns and ammunition could be ordered through the mail. Dynamite could be purchased over the counter.
Yet, there were few acts of mass murder.
What changed?
Several things.
The takeover of the Media by Leftist globalists;
The continual attack on Christianity;
The centralization of power in the Federal government;
The rise of the 24/7 news cycle, and the Internet.

When I was in the second grade we made zip guns for .22 using a copper barrel, rubber band and a nail. .22 shells were hard to come by back then because we were not financially well off but we got them anyway. I guess we are lucky we didn’t get hurt.

If the builder made it from an 80% lower (or similar) and sold it without affixing a serial number, it was an illegal sale. If he sold it to an individual he reasonably should have known was a prohibited individual, it was illegal regardless of the existence of a serial number.

Doesnt that mean anyone could access it for any reason?
Doesnt that mean I could lose a chance at a good job, a loan, the company of a delightful person of another sex, because my name is the same as or similar to a person on the prohibited list (It is.)?
If it is specific enough that one person cant be confused with another and anyone can access it for any reason, does that raise privacy concerns?

Great Idea! We need a federal database with sufficient personally identifying information to make sure the John Smith you're looking up is the guy that lives at 1201 Peacock Lane, not the John Smith, felon, who lives one road over at 1202 Cockpeak Lane. And, this database will tell you whether the guy you're searching for is a good boy or not. Hm. This sounds really familiar: Is China's 'social credit' surveillance system coming to America?
So what makes you guys think this system wouldn't be a complete government boondoggle? What private information is going to be stored here? How is the government even going to get this together, they can't even get a current list of who is eligible to vote, much less enforce it!! How would they be able to correctly get this operating?
And, as only a few others have mentioned, why would this system not apply to anything else you sell to a stranger? Why should you be allowed to sell your massive, people-killing vehicle to someone you don't know, without a check? And for CASH!?!?! What about fuel? Rope? Hammers? Bats? Fertilizer? Knives? Crossbows? Machetes? Karate lessons? Hell, why not just get gov approval for any sale of anything, and the government can even set fair prices for it all! No worries for anyone!
