If there is any question that management consultants are hired to do difficult projects, look at this McKinsey & Company will help the CIA reorganize and restructure.
Apparently, this was based off of the internal best practice of the CIAs Counterterrorism Center (CTC) which gained influence and power after the September 11 attacks.

If the executives in charge of an organization don’t know how to organize and streamline processes, they should be fired and replaced by executives who are capable of doing their job. McKinsey brings in young Harvard MBA’s who take textbook, cookie cutter practices and apply them to an organization whether or not it is compatible with the mission or the culture. McKinsey then earns millions in consulting fees which drop straight into the pockets of the partners.
During my business career I saw many companies hire McKinsey and other prestige consulting firms to tell them how to run or improve operations. I can’t recall one that benefited.
Corporate boards are negligent in hiring consultants instead of firing the incompetent executives. Unfortunately, bureaucrats are just as bad - or worse.
