Frankly, I don’t think a hand grab is that big a deal for a politician trying to show warmth. Even if Joe is a boob.
The first adult etiquette rule I learned was that when you greet a woman, you don’t touch her unless she offers her hand. That was at least 60 years ago.
If you are serious about a politician showing warmth in that particular way, what is wrong with you?

Touching a total STRANGER (especially a man touching a woman) in this way is absolutely INAPPROPRIATE! Never mind the current #metoo movement.
He isn’t “greeting her” (a handshake). He’s “molesting her” (a caress, to touch or stroke lightly in a loving or endearing manner)
