The city of Sacramento has agreed to pay out $2.4 million to the children of Stephon Clark to settle a federal civil rights lawsuit filed by his family after police shot the unarmed black man in March 2018, according to newly filed court documents.

seems to me we need a New Law:
All civil liability for any civil rights violation shall be the financial responsibility of the parties involved and NO Taxpayer Funds shall be used unless the perpetrator has been Found Guilty of a Felony.

My understanding the officers were exonerated. The Attorney General, was hoping he could charge the officers but they did nothing wrong. The helicopter video multiple cars broken into breaking into a home people calling the police and that the young lad if I believe correctly I remember a lot of text messages back and forth to his girlfriend the mother of the children where he said he was going to kill himself he’s taking all kinds of drugs or something

You have got to be kidding me. This thug was breaking into cars, led the cops on a chase, caused a police helicopter to have to be used, and basically caused his own death by his own actions....And we are paying his family money. Ugh!!
This was a completely legal and clean shoot.
Because the City chose to pay out on this one, the next one will cost them $100 million.
