According to Garden Grove cops, the Hispanic gang member who recently stabbed and slashed 4 people to death, in California was a thug with a history of violence who should never have been freed, and was only set loose due to Assembly Bill 109... aka: The Public Safety Realignment Act.
This suspect is identified as Zachary Castaneda..
