Sounds like folks that lived around him knew he was off. The dude has had the cops called on him, also had a record. To top it off...HE called 911 AND the wonderful agency called the FBI...and they did nothing.

You’re correct...no law would have stopped this.

If he’d been taken into custody when he threatened a neighbor with a firearm this might have been avoided. Rather than police visiting the neighbor who made the call police said they couldn’t find his address and left him alone.

As if the police never try to apprehend a meth head living in a trailer park.
