At one time, Japan did not allow muslims in their Country. I do not know what it is like now.
My daughter was teaching English in Japan for some years and her sense of the Japanese attitude is that the Japanese think Islam is a very weird religion. They still do not like allowing Muslims in. Before my daughter left Japan, she said that a lot of Japanese were not happy with the German govt. It seems that the Japanese have some sort of deal with coutries which have a population that are not trouble-makers. So, they can easily get into Japan. Germany was one of these; but, after Merkel let in a million of these folks, they started traveling to Japan on German Visas. The Japanese were unhappy as they do not consider these Syrian Muslims to be "German".
I think I saw an article recently that reported a lot of countries were complaining that Japan did not take in enough Muslim refugees last year. I believe they took in 2. That was it. So, they still seem to be smart about who they let in.
