Consider all the amendments using Biden’s “every amendment has limitations” criterion:

For instance the Fifteenth Amendment: The right of citizens of the United States to vote shall not be denied or abridged by the United States or by any State on account of race, color, or previous condition of servitude.

Biden and the Democrats want to do this with the Second.

Try it with the First, the Third, the Fourth, the Fifth, the Eighth, etc. and see what kind of country you would get.

But there are limitations on “The right of citizens of the United States to vote”. For instance, “The right of citizens of the United States to vote” does not include a right for a citizen of the United States who resides in one state to vote for the governor of another state.

What Biden seems to be trying to say (badly) is that some things are not included in “the right of the people to keep and bear arms” and therefor laws banning those things are not an infringement.
