Have we forgotten this was the same IG who could not find any bias against Trump? How could anyone be surprised he finessed this report in such a way to give enough room for Barr not to charge Comey with anything?

Horowitz is the real culprit.
He threw red meat to conservatives about Comey while letting him walk free,
By doing this he thinks he evades criticism for not being ‘tough’ on Comey while at the same time he evades condemnation from the Left because he let their side escape prosecution.
He thinks that by not referring Comey’s case for prosecution that if the Republicans and the White House choose to prosecute, that it will be seen as partisan.
I see right through Horowitz and it’s disgusting. This worm has no integrity, none. He’s worse than Comey because he allows Comey’s to proliferate in government.
I am still questioning why this report had to come out separate from the main report. Why could this Comey report not have been a chapter or appendix in the coming report?
Here’s what will happen in the final report:
Horowitz has been getting heat from Dr. Gorka, then a tweet from POTUS regarding Comey should have been charged for stealing government docs under Section 641, and now Rep. Gohmert. Horowitz will get more hear.
Horowitz will confer with his network and decide they need to throw someone under the bus to again cast red meat to conservatives. But it will be a low ranking nobody, not a ringleader. The ringleaders will walk off free and they will be back stronger for the 2020 election.

He’s a senior government lifer employee. He rose through the ranks by playing dumb when he had to. He won’t do anything blatantly dirty. If he’s scrutinized for something dirty, he will blame someone else.

People like DiGenova and Bongino are already backing off, telling you there will be no prosecutions of any of these people. They are simply going to be “exposed” as if that’s enough.
The Deep State is still completely in charge.

IG Michael Horowitz sent a criminal referral for Comey to be prosecuted and it was someone else in the DOJ that decided to not follow through--

This doesn’t surprise me in the least. Why, in this blatantly two-tiered “justice” system, would anyone be so idealistic as to actually think these elites would ever actually face justice? They glide above the laws that govern us commoners.
If Horowitz was a good guy he would have named the Strzok and Page on page 2 instead of burying it on page 42.
Been out of the country til today, but followed on TV and NEVER heard that SOMEONE ELSE, not HORODITZ did that.....WHO was it!!
