I am transmitting an alternative plan for pay adjustments for civilian Federal employees covered by the General Schedule and certain other pay systems in January 2020.
Title 5, United States Code, authorizes me to implement alternative plans for pay adjustments for civilian Federal employees covered by the General Schedule and certain other pay systems if, because of national emergency or serious economic conditions affecting the general welfare, I view the increases that would otherwise take effect as inappropriate.
Under current law, locality pay increases averaging 24.01 percent, costing $24 billion in the first year alone, would go into effect in January 2020, in addition to a 2.6 percent across-the-board increase for the base General Schedule.

Specifically, I have determined that for 2020 while across-the-board base pay will increase by 2.6 percent, as prescribed under 5 U.S.C. 5303(a) the locality pay percentages shown in Schedule 9 of Executive Order 13866 of March 28, 2019, will remain at their 2019 levels. This alternative pay plan decision will not materially affect our ability to attract and retain a well‑qualified Federal workforce.
As noted in my Budget for Fiscal Year 2020, our pay system must reform to align with mission-critical recruitment and retention goals, and to reward employees whose performance provides value for the American people. My Administration will continue to support reforms that advance these aims.
The adjustment described above shall take effect on the first day of the first applicable pay period beginning on or after January 1, 2020.

I believe this same action has been taken by every president since the locality pay adjustment system has been in effect. Sometime it has been frozen and sometime it has been set at a lower level. The 24.01 percent includes the amount of previous reductions, not just the recommended amount for 2020.
While a good move, I’d rather see him working to shut down entire agencies. WHEN, WHEN, WHEN are Republicans going to get rid of the Education Department?!
Preach it! I could not agree more, and that agency would be a great place to start.
The unionization of federal employees was a big mistake
First, remove the beam out of your own eye, and then you can see clearly to remove the speck out of your brother’s eye.
Federal employee unions are not allowed to bargain for pay increases. They are only allowed to vote yes or no to pay plans that are presented to the workforce. These pay plans are determined by the departments themselves.
They can bargain on other things but salary, wages and locality pay are not included.

I am hoping that President Trump has the scope of the bureaucracy in his sights. The plan to move portions of the government agencies to the center of the country is a great beginning and many positions may go unfilled when the Washington types resign rather than move outside their bubble.

for what they do, their job descriptions, federal employees, including the USPO, are far and away the highest paid employees in America and when considering benefits, even more so, IMO.
Agreed. The President is on the right track. I understand how and why we have locality pay but it doesnt need to increase every year.
As long as it is applied fairly, I like the NH system where good employees are rewarded with pay increases or bonuses and average or below average employees are not. It takes a lot of the bonus BS out of the equation since the people reviewing your performance usually dont know you and are more impartial.
