Up In Arms: Ukrainian Aircraft-Engine Plant Caught Up In U.S.-China Rivalry

WASHINGTON -- Ukrainian tycoon Vyacheslav Boguslayev is having a hard time parting with the company he has controlled for the past three decades, and it's not just because it is close to his heart.

The 80-year old is caught up in the global rivalry between the United States and China as he seeks to sell his defense company, Motor Sich.

At stake for Ukraine is potentially billions of dollars of investment from China, thousands of jobs, and eventual membership in NATO, analysts say.

The possible sale of Motor Sich -- a maker of engines for missiles, helicopters, and jets -- to the Chinese provoked a raid of its Zaporizhzhya headquarters by Ukraine's Security Service in early 2018 and the seizure of its shares.

The issue has become so important to Washington that U.S. national-security adviser John Bolton said he will raise his "concerns" about the sale during his current visit to Ukraine.

"This is an issue that I think is significant for Ukraine, but [also] significant for the U.S., for Europe, for Japan, for Australia, Canada, other countries," Bolton told RFE/RL in Kyiv on August 27.

China is using its "trade surpluses to gain economic leverage in countries around the world, to profit from defense technologies that others have developed," Bolton said.

Ukrainian media reported on August 19 that two Chinese firms had reached an agreement with state-owned military concern Ukroboronprom to jointly purchase the engine maker. No price was disclosed. Ukroboronprom Chairman Aivaras Abromavicius declined to comment.

Controlling Stake

The Chinese companies would receive a controlling stake, while Ukroboronprom would receive at least a 25 percent blocking stake, according to Ukrainian media. The Chinese firms are believed to be close to the government in Beijing.

The U.S. would be wise to buy that company lock,stock and barrel. Do anything to keep it out of the hands of the Chicoms.

Once that’s done well see how good the engines on their Fighter planes really are.

The US must use all power at it’s disposal to stop this.

The old Soviet Union/Ukraine always built very good and reliable engines for the their fighters.

For some intrinsic reason, China cannot build a let engine that lasts more than about 1-200 hours of real, heavy duty. And they don’t produce as much thrust.

It’s a core weakness for them.

This must be stopped by any means necessary. It’s an existential US interest.

Cheaper than erasing them from the face of the earth, and hunting down all their engineers to kill them.

Buying a Ukrainian company will be the most frustrating thing the Chinese will ever do. They can try to gut it for its technology... good luck with that.

My company used to deal with Ukraine. Very nice people, but doing business there completely sucks.

We needed aerospace parts coated with a Ukrainian coater.
They told us, sure, just mark the parts as scrap and sent them.
No, we told them need to put these parts in airplanes and need certs with the coating.
No problem, mark the parts as scrap, we will send them back marked scrap, but provide certs, just throw scrap tags away.

The whole country is a tax scam.

They already hired the engineers, buying the physical plant is just a way for them to get up and running on producing this quality of engines a bit sooner.

Stopping this sale just gores the ox of one oligarch that supported the US backed coup then stabbed us in the back. Well, he actually stabbed us in the back before the coup but the US didn't figure that out until NK started launching test ICBMs.

Stopping this sale is good, but it doesn't do a thing to stop the Chinese from getting the technical know how which is the real issue and maybe delay their production of the same engines Ukraine has made by a year or so.

NK already got a bunch of engines for missiles from this same company and you can bet that if NK has the engines the Chinese have several as well.

This is another case of blow back from US covert ops overthrow of a government and slamming the barn door after the horses are gone won't do squat.

The government says it's Communist and therefore the State owns the means of production, but US media twits toss out "may be connected" as if they're sniffing around for a big scoop about government connections.

In reality, there are a lot of self-made men. Ali Baba got its funding from sources completely unrelated to the Communist Party - Yahoo and Softbank being key funders. The problem for them is that for thousands of years, the Chinese imperial state has always reserved for itself the right to take whatever it wants. The current regime is “communist” only in name. It’s old wine in new bottles. In fact, the more I look at these “communist” regimes, the more I think the whole thing is a fig leaf for a bizarre version of absolute monarchy. In North Korea, it’s even hereditary.
