How about having people getting down on their hands and knees with scrub brushes and buckets? Nah, they would look like washerwomen and many of them were black in the plantations of the south. Can’t have that.

Or, they would look like the Baltimore housewives from the days before it became a s***h*** city.

What a nice photo of Baltimore from the day when cities were civilized places where civilized people and their families could live in peace. Look at how clean that city is! No litter, no graffiti, perfectly maintained houses, nicely dressed people. What changed?

Or another famous young lady...

While traveling through Baltimore in the mid 50s, I remember my Mom remarking about the housewives of that city being known for doing just that. Evidently being known for their scrubbed white stoops was a source of pride for the town.
