Did the pass the psyche eval? If not, who hired him? Hold THAT guy accountable too. If he didn't even have a psyche eval hold the guy who hired him without that safety net accountable.
Make the hiring manager fully and personally accountable, financially and criminally for for any damage a badly vetted hire does.
