Why does a ***minor subordinate bureau*** like the FBI get to tell the IG, of it’s superiors, what may or may not be in the report?

The IG is supposed to inspect and investigate the DOJ. So why would the SUBORDINATE of the DOJ, get to control what the people investigating the DOJ get to reveal?
Yeah, but don’t forget this whole criminal investigation was cast as an Intelligence investigation involving a foreign power allegedly attempting to influence the election. It’s a Gordian-knot waiting for the President to exercise his powers to de-classify the entire affair. Then the I-G has clear sailing.
The Democrats are the have the power of permanent government (DEEP STATE) behind their political actions. This is why they are always 2 - 3 moves ahead. Trump is being shrewd because he knows an abrupt declassification might boomerang on him in unpredictable ways. Plus, I really think he welcomes the unresolved conflict as his biggest ally in the re-election fight. So I don’t expect any of this to be resolved to our satisfaction until after election night 2020.
