This is only IMHO.
I think he appointed McSally (he couldnt have found a poorer campaigner if he tried) because he thinks she will LOSE the 2020 Special Election to whatever candidate the DemocRATS run. Dicey would himself then run in the 2022 election that will fill that seat for a full 6-year term. I can think of no other reason for him to appoint McSally.
I think Ducey should telegraph that he will run in 2020 and state that his intent was to only appoint McSally for the 2 years until the special election. Otherwise, we likely lose that seat in 2020.
I wonder why Kelli Ward is not being more pro-active with the R party? What has she done lately other than Facebook postings? We need a strong leader to head the party and I don’t see anybody who would fit my idea of a strong leader.
I am not impressed with Ducey at all and it would make sense for him to run in 2020.
