Wars are fought in many ways. Trade is one of them. When you fight a country with tanks or bombs, you kill people and you make them determine in the harshest manner that it is not going to improve them to fight it. It is going to hurt and concessions are the only savior. But that decision is of the attacked in that case. And there is going to be collateral damage if the attacked decides it.
We bombed factories along with air fields in Germany in WW II. We dropped the bomb at Hiroshima in WW II, then had to do it again at Nagasaki to show them what will happen in replacement of the approximate same numbers of deaths if we had to invade their country to stop their attacks. Both was the decision of their government the people allowed to represent them.
In the 1770’s we here had the same problem and changed it. They should have also. It was their decision to pay the price. And they were more aware of it than we were. They chose not to stop it.
