Jail Administrators are afraid of their own shadows and try to avoid being sued above all else.

My first job after retiring from the Army was as a jailer in Bell County, Texas. We had a GED program for inmates. An inmate with a Bachelor of Arts degree threatened to sue because he wasn't allowed to enroll. It was the only place in the entire jail were male and female inmates were together. They caved and let him enroll.
