What if someone were to bring in 90 rounds, drop them off at a friend's on the other side of the border, then go back for another 90 rounds.

maybe having TWO entrepreneurs, on on either side of the border, the second one being a place to temporarily drop off your 90 rounds while you go back and import another 90?
