There are gun control measures in place that prevent this from happening. We know this because the Left tells us this kind of gun control legislation will keep guns out of the hands of bad people.
What the Democrats miss when they scream for more gun control is that this shooting was a direct result of the government's failed attempts to get drugs off the street. What makes anyone think they'll be any more successful with guns?
Of course we know that isn't what gun control is about. It's about people control.
