The way I see it is that DOJ and the FBI are so polluted from top to bottom with Deep State operatives, that their plan is to stall and foot drag, hoping that a Democrat will be elected in 2020. They are playing a game of "run out the clock".
I suspect that the folks whispering in Trump’s ear have convinced him that folks don’t care about SpyGate and FISA abuse is too complicated for the flyovers. Focus on the economy, black unemployment, Israel, etc etc.
