Look at the states that legalized the recreational dope. LA: 40,000 addicts living in tents. San Fran: ditto. Portland: ditto. Seattle: ditto. Denver: ditto.And these cities had no homeless before legalization?

Also, I note that you make no mention of the legalizing states Alaska, Nevada, Michigan, Maine, Vermont, or Massachusetts.
