Correct. It's related to the term "regular" Army. It doesn't mean the "normal" army like modern parlance would suggest. It means a standing army that is provisioned by the government and prepared to fight. A well-regulated militia is one that is provisioned and ready to fight... an army of individuals who bear their own arms.
As we were marching towards the Capitol, some chick got in my face hollering, 'Well regulated! Well regulated!'.

Every able-bodied man is part of the militia. Even the Illinois constitution specifies this to be true.
Nor was it a bunch of undisciplined clowns but its members held regular training sessions. Even so a militia was not an effective military force.
Today it is pretty much a useless idea given the highly advanced military forces of major nations.
More than that - it meant the militia was to practice and be operational. Like a well regulated clock. For the few men that were too poor or did not have arms, the township provided them with one.

What they meant was an army, like the one they had just fought for their freedom. They fought the British Army, their own country’s army, which made them very fearful of armies, or, in other words, a well regulated militia. But they acknowledge that an army is necessary for a country’s survival. So they established that the people’s right to keep and bear arms shall be infringed so that when the citizens once again would have to fight their own army they would have the arms to do so.
