Don’t forget that Ferguson’s “Gentle Giant” apparently had a pretty extensive juvenile record that to my knowledge has never been released. That said, even when records are “sealed” it doesn’t mean that cops are unaware. They just can’t use, to quote a radio ad, “that insider knowledge to go to work for you”. Even though the Arkansas murderer had his records sealed and his name changed, law enforcement in Missouri apparently had some knowledge of who he was.

I am 100% for this. Omitting pre-21 criminal and mental illness backgrounds of the exact group most likely to commit adult crimes from background check databases makes the whole concept a farce. There would need to be a free mechanism for people to check their own “background data” and a process for requesting/proving corrections, including recourse to court if the BATF will not fix them.

I respect your disagreement and get your point about denying the howling Leftists a win. “Red Flag” laws sound good to some, but would inevitably be abused to target political and personal foes. Medical personnel will be targeted for lawsuits for NOT acting, and will soon become overzealous in flagging innocent people to protect themselves from liability. IMHO, the 2nd A is protected best by actually solving the problem of armed lunatic murderers so that the Left has fewer occasions to demand gun bans. The Left will demand “something be done” after every incident. So fill the void by proposing solutions focused on controlling criminals and lunatics, not firearms. The Left will oppose enacting them, which puts them in the position of refusing to act, thus owning every future incident the proposals would have stopped. If enacted, they might actually have positive effects. Established law does not extend 2nd A rights to violent convicted criminals, dope fiends, and the mentally ill. Chaffetz idea stops giving a free pass on firearms background checks for youthful offenses, a situation dreamed up by liberal judges and legislatures to help troubled kids get a fresh start. Massacres are the price.
I am also in favor of offering curbs on violent video games of the type that train the “players” to commit serial killings, and build tracks of same into their brains. Although relatively few users of killer-trainer systems go on to commit slaughter, there is a strong incidence of shooter video game playing with the actual shooters. The Bill of Rights does not prevent the government from controlling “entertainment” products that promote murder.

Predicting violence is a very inexact science. Most attempts have overly predicted violence that did not then occur.
Calls for releasing medical and mental record information are extremely dangerous and ill advised.
Diagnoses of mental illness are also inexact. For a variety of reasons many diagnoses are assigned inaccurately and provisionally that are never confirmed, revised or removed. Unfortunately, many diagnoses are rushed, given by less trained and inexperienced diagnosticians, offered to obtain entry into a system of care, qualify for medication, support an application for benefits, etc., that require a qualifying diagnosis.
When looking at a known or suspected killer there is a tendency to inflate the seriousness and severity of past behaviors, even violent ones apart from the context. That inflating likely would not occur absent the known or suspected crime.
Not all, but most murderers I interviewed and cases I have reviewed were often given a diagnosis in service of their court defense. If you can stand aside from idea that one has to be crazy, etc., to commit this crime - the absence of actual symptoms and high level of function you most often see disputes the suggestion of illness, much less causation due to illness.
I see our problem as stopping these murders by the deterrence of firearms to reduce his probability of success while minimizing his payoff. Those not wishing death will likely walk away before attempting their goal. Those risking death should be killed or disabled before that goal is achieved.
The problem of this violence is not firearms, but firearms remain the effective solution.
Holder and Obama gave strict orders to all school administrations that receive MONEY, DITCH THE BAD REPORTS ON STUDENTS, NO PUNISHMENT EVEN FOR ATTACKING TEACHERS or no money!!!! There is a problem that needs to be overturned.

Tennessee has 1 Juvenile prison where the Rapist/Killers are housed until they turn 18 and are shifted to the Adult prisons. If they are female there are only 2 adult Prisons. 1 has a full nursery for expentant mothers who can keep their babies for a year, we provide formula, diapers, bedding, and clothing. They have to be on good behavior to visit. Other wise some state worker takes care of the child.
Good behavior results in 1 day served 1 day off sentence. Even for Killers who are given Life with Parole.
