That is not an actual lifetime certification! Determining dangerousness requires some evidence that the reported threat is real and viable.
Evil is not a mental illness and does not respond to mental health treatment. Until violence occurs, what we see is a “thought or speech crime.”

El Paso County Sheriff Richard D. Wiles said he wants representatives who will stand up against racism after a white man was accused of going into an El Paso shopping center with the intent to kill Hispanic people.
Since when is 'Hispanic' a race? Hispanic simply refers to the descendants of the people in countries that were originally populated by Spanish colonization.
So, what 'race' do all the former French colonies qualify as? Hifranic?
How about the former Dutch colonies? Their race is 'Hidutchic'?
Side note, Brasilians don't actually qualify as 'Hispanic'. They're Portuguese remnants.
