The pic of the tweet posted on dailymail, shows a timestamp of 21:11 (yesterday), which would be 9:11pm.
The timestamp of the same tweet on the account of the EP PD shows 11:11am (yesterday)

Assuming the 11:11am Aug 3, 2019 time is correct, that's roughly 40 minutes after the shooting started [1] that the police were tweeting multiple shooters were reported by multiple people.
