I wouldn't read anything into it. Probably just a slight imprecision, i.e., "within a minute" means "quickly" or "within a few minutes."

Apparently the shooter fired into a crowd of people in front of, and perhaps in a bar.

It was a crowded street with many cops around. He was down before anyone even got a chance to call 911. There are enough security cameras around the police will probably have the entire event on video from multiple angles once the bar owners turn them in.

I would like to know what meds he's on, along with the El Paso and California shooters. But the pharma companies will probably make sure that media will bury it.
