I think what he is saying is that even if all the Green New Dealers dreams come true it won’t change a thing because so many other countries won’t change. Which is an important admission to undermine these asinine policies.
What he means is that other countries have pollution also, especially China and India, so just having the U.S. do stuff wouldn’t be enough.
