California governor signs bill requiring Trump release his tax returns to appear on ballot

California Gov. Gavin Newsom (D) on Tuesday signed a bill requiring President Trump to release his tax returns before he can appear on the state's 2020 primary ballot.
Under S.B. 27, called the "Presidential Tax Transparency and Accountability Act," any candidate running for president or governor of California will be required to file copies of the last five years of their tax returns to the California secretary of State.

OK I'm no Constitutional expert but isn't this a clear violation of the 14th Amendment?
All persons born or naturalized in the United States, and subject to the jurisdiction thereof, are citizens of the United States and of the state wherein they reside. No state shall make or enforce any law which shall abridge the privileges or immunities of citizens of the United States; nor shall any state deprive any person of life, liberty, or property, without due process of law; nor deny to any person within its jurisdiction the equal protection of the laws.

Hard to see how this could be unconstitutional.
Hosting Presidential primaries is a voluntary act by the state, not a statutory to say the least of Constitutional obligation under federal law, and respecting Presidential primary results is voluntary by political parties. Many states don't have Presidential primaries, and every primary state has some hybridization between the primary outcomes and the Party organization's actions in the actual selection of delegates.
Why compel California to alter its primary eligibility standards, when the Republican Party, if they don't like them, can simply provide for caucuses or the State Party committee structure to select delegates.
(The reason why they can't easily require tax returns for the general election is that the Presidential and Vice Presidential candidates are only nominally on the ballot; the actual candidates are the electors, and compelling the entire elector slates to release their returns isn't very desirable an outcome.)
