Serious question. Why is there so much trash? Every picture I see shows mounds of garbage, how can they not have a rat infestation? Don’t they have a decent sanitation department?
Trump will use Baltimore as an example of his racism by investing in it and cleaning it up thereby watching the criminals that have been taking advantage on the sidelines with their mouths open and their last group of constituencies leaving the democrat arena
Depending on how much the locale charges for trash removal, if the cost to residents is too high for them, the cost may act as a disincentive to responsible trash handling.
All of the rat prevention and eradication takes effort. The laziness mentality is prevelant in many parts of America. The slothful behavior has to be changed first.
BTW, to all the folks getting medieval on the heinies of two-legged ‘Rats for this problem, in my neck of the woods the RINOs running things are no better.

Some people just don’t care. They throw trash out the window of their projects and there it stays and accumulates. I have personally observed this in some areas of the Bronx NY, where I used to live.

Why keep re-electing the same ones?
It's like having a company car.....it never gets cleaned or washed.
We see locals standing in front of their neighborhood trash dumps complaining. Oh, the horror!

I think cities that charge for trash removal are making a huge mistake. The cities should take as much as anyone wants to put out and keep the place clean.

If I had to put my finger on one Democrat policy that wrecked the urban community it would be welfare.

Culture. Things do not change unless the entire populace changes. There is a reason why the Ganges will never get cleaned up, inner cities will remain as rat infested trash heaps and Palestinians hate Jews. And on and on.....
Change the culture, you change the variables within the problem. Thing is Democrats don’t want this change to occur because it takes away their voters.
