I disagree. No one is that obtuse in that position. My theory was he was a sleeper...he was tasked by the deep state to get close to Trump pretending to back him and ran interference for the cabal. Trump should have fired him ASAP when he recused himself. AFAIK he never offered his resignation or lifted a finger to help Trump!
