Where are you getting your information from?
Most people visiting are coming from a long ways away. Prisoners are moved around the state quite often so there would be little reason to relocate near them as they can be moved without warning. What the state WILL do as a reward for good behavior, is try to move a prisoner to a prison closer to his hometown so as to minimize the inconvenience to his family.
The jails are not the reason for towns going to hell. People like to say that the prisons in Elmira are why it deteriorated. Really? This is NY State. TAXES killed your towns. Auburn has had a prison for well over one hundred years, and so has Elmira. They were NOT always crap holes. The prisons aren’t your problem. And the convicts are put on buses and sent back to where they came from when released. If you want to get rid of welfare scum you need to get rid of welfare.
If you lose the prisons in these towns, they will get much worse as people who had good paying jobs leave. Yes they are Government jobs but they have to be somewhere. You might as well benefit from them being in your area.
Looking for scapegoats merely prevents identifying the real problems.
I lived in Auburn NY for 42 years. I know fully well that NYC was dumping their welfare/prisoner families in town. It was discussed at the school board meetings on how they were going to deal with these kids who were not even remotely civilized and were wreaking havoc in the Auburn City Schools. The city council was unhappy with the dumping because of the problems in the community. Cayuga County didn’t care they were collecting more from NYC that they were paying out so it was a revenue source.
