What has happened to Joe? Nothing. He is a poster boy for duplicitous politicians. No one changes their world view so radically as Scarborough claims to have done. Instead, he was never a genuine conservative Republican. He obviously ran for congress as one because he knew he could win in that district. He used his brief congressional career to enhance his profile, then moved on to the world of TV, where he could come out as the far left snake he really is (apologies to snakes everywhere for associating him with them).
