Just imagine what would happen if every other state got to choose between commonwealth status, independence or remaining a state.
I vaguely remember that a Civil War happened when 11 states tried to choose independence back in 1861.

Well, it’s not a state, is it? When Hawaii was admitted, the terms of the plebiscite made clear that statehood was irrevocable. It also required a 90% super-duper majority to pass.
