I’m laying my money on anxiety disorder. Wavering voice, keeping sentences as short as possible, never wants to read. He’s getting waves of panic. This has seemed the case whenever he’s delivered speeches this year. Probably he’s gotten slower too, but this strikes me as a guy fighting to keep himself from losing control ... i.e. panic/anxiety disorder. ‘Dummying up’ aka playing dumb, lost, innocently absent minded ... but friendly and obsequious ... ... ... anxiety/panic, trying to hold it together. When in this state, you appear a little distracted because ... you are ... 75% of your mental resources trying to keep the ship (self) from shaking apart.

Congressman Details Robert Muellers Reported Excessive Drinking During the Work Day; Insiders Call For FBI Investigation/
U.S. Special Counsel Robert Mueller is being tossed into the Brett Kavanaugh and Christine Ford alcohol drinking controversy, according to an upcoming book detailing and revealing Deep State and D.C. secrets.
Mueller reportedly has been spending parts of his work days drinking as well as his evenings, according to detailed accounts and reporting from the upcoming Deep State tell-all book PAINE: How We Dismantled the FBI in Our Pajamas.
Rumors of Muellers drinking have gone mainstream in recent months after employees at upscale D.C. watering holes notified Congressional personnel of the Special Counsels frequent trips to the bar, often during week days, insiders report.
This obviously is concerning, given Muellers key role in D.C. politics as well as his influence over the White House and President Trump. And some in Congress are calling for an investigation. But they dare not challenge Mueller publicly. Yet.
Interesting observation. Now I kinda wish I had a chance to watch this thing and watch for what you suggested.
Also let me propose an additional possibility. If he was afraid of panic attacks he may have dosed on beta blockers, which can keep the heart from racing too much. Performers and speech givers are known to take them before big shows to take the edge off the nerves, but if you take too little it doesn’t help and if you take too much it dulls your mental alertness and can make you dopey.
He appears as though he has Alzheimers, which I would not wish upon my worst enemy.
