My pet theory is Weismann wanted to recommend indictment for obstruction but Mueller was wary it wouldn’t fly legally. (They both knew the conspiracy stuff was BS.) The report is therefore a compromise with incoherent conclusions. It tries to have it both ways by technically not recommending indictment but still feeding dirt into the political domain for Trump to be tried there.
Mueller knows it’s incoherent which is why he’s been less than enthusiastic about defending it publicly. He also knows the report is really Weismann’s work and that he’s not fully spun up on all the details. He also knows he’s lost a step or two mentally. I’ve felt for a while that Weismann has viewed Mueller as inept and an obstacle. I think the report the Democrats really wanted was the one Weismann would have written if he had had a free hand.
Today’s embarrassing performance by Mueller is going to send him straight under the Democrat bus I suspect.
