They should have been arrested for obstructing law enforcement.
Set an example! Arrest them, charge them, convict them, and jail them. Give no mercy to them. Make clear that aiding criminal behavior is criminal and has consequences.
The story doesn’t say if he was taken into custody or not ?
That was my first thought. Obstruction of justice. Do that to the first few in line and see how many brave souls remain.
Start arresting them. This is well within the ICE guys rights.
Throw in aiding and abetting as well.
Probable immigration status of the wetback’s accomplices ? ? ?
Arrest them ALL.

With stuff like this and the treatment of the police officers in Harlem, I think at least a Cold War version of CWII is already underway.
My thoughts.
Were the neighbors arrested for obstruction and interference of duly appointed Federal Law Enforcement Officers in the carrying out of their official duties? Isnt that a felony?

As a cop assigned as an Urban Combat Soldier in Brooklyn’s 77 pct, in the late 60’s I loved this. I locked up a few more morons and collected overtime money processing them. It was a win win. I still remember the Penal Code Section: 195.05 Obstructing Governmental Administration.
A dramatization show in the 1960s showed what it was like before 2 officer patrol cars and coordinated radio contact became common. (I think cheap cities soon went back to one officer cars, though).
A felon was arrested but people nearby slowly surrounded the officer and shouted at him and threatened him. The group got large quickly. — “Gonna arrest all of us at the same time, cop”?” how many can you take down,cop?”
History repeats itself.
Break out the rubber bullets. That would increase their pucker power.
A person of color so he was quickly released (with apologies) after telling them he was turning his life around and had an emotionally wrenching note handwritten by his mother testifying to that./s
