There may be “evidence” but what are the “high crimes and misdemeanors”?

Neither term seems to be too well defined.

Air-tight alibi, all the evidence was circumstantial, there are no living witnesses, that’s my story and I’m sticking to it.

The phrase is often misunderstood, since a misdemeanor IS a crime.
