You are looking for a rational solution to this criminal behavior in a system that is broken beyond repair. You recognize its deficiencies but to expect it to work is just not there anymore. We are embarking on a path that will use parts of the system that are intact and other entities in the government for which the role of law enforcement is not traditional.
