Crenshaw Introduces Bipartisan Carbon Capture Legislation

Representative Dan Crenshaw, joined by Representatives Cuellar (TX-28), Flores (TX-17), Gonzalez (TX-15), Lamb (PA-17), Lucas (OK-3) and Walberg (MI-7), introduced the Launching Energy Advancement and Development through Innovations for Natural Gas (LEADING) Act of 2019. The legislation prioritizes research and development funding for technology that captures carbon emissions by instructing the Department of Energy to utilize up to $50 million each year of existing funds. Ultimately, the bill seeks to develop more carbon capture technology to make it more accessible, resulting in widespread use and lower carbon emissions from power plants across the country. Yesterday, the Senate companion bill advanced out the Committee on Energy and Natural Resources with unanimous support.

“Carbon capture technology has huge potential to dramatically reduce our emissions,” said Crenshaw. “Our very own Net Power Plant, in La Porte, Texas employs this technology and has achieved zero emissions while burning enough natural gas to power 5,000 homes in the Houston area. This is an important step forward for green energy solutions that work towards our goal of lowering global emissions through clean, cheap, and exportable energy.”

It’s like a jungle out there in the wild and gardens and crops are producing like crazy.

Decreasing CO2 levels year over year would be a crises. Increasing levels are good thing.

What is wrong with upgrading technology without disrupting the whole economy for carbon capture? It is something we can do that placates the environmentalists,helps the air quality and is a step in the right direction. It’s not invisible carbon credits going to an unnamed source to be spent on some unproven technology

Sadly, you’ve swallowed the kool aid and accepted the Leftists’ premise that trace atmospheric CO2 is a dangerous “pollutant”. Now that they’ve indoctrinated you successfully you’re ready to accept their “steps in the right direction”, as you put it.

Correct. Guys like Crenshaw and Gowdy are controlled conservative opposition. They often sound a good MAGA game on TV while never delivering anything of substance. They are loyal servants of the GOP donor class.

Thus far, Chip Roy in Dist. 21 has held solid. But he faces an onslaught from the liberal Wendy Davis, a former state senator from a Democratic-leaning portion of Fort Worth and the sweetheart of TX liberals. She will move into Dist. 21, presumably if elected.

First up is that the legislation aims to push the DOE toward providing support for implementation of a first-of-kind commercial scale Allam-Cycle power plant of 300 megawatt electric capacity. If the United States becomes the commercial level first-adopter rather than China, we will reap the rewards of directing the path of further development. There is always hesitation to be the first adopter of an advantageous yet radical new technology, rather than stay with a tried-and-true (but antiquated) legacy. Thus the DOE incentives to get past that initial set of mental reservations blocking early adoption.

The power-plant combines many technological problem solving approaches proven in other industrial venues, but not currently found connected with electrical generation. This is perceived as a risky investment, as it has no track record beyond the pilot plant currently in operation just outside of Houston, Texas. For an oil producing state, the carbon dioxide is seen as a panacea. You can double your proven reserves from a formation if you have a reliable source of CO2.

A problem with petroleum extraction from conventional porous rock formations is that over time, the inherent pressure from the included gas diminishes. Often, only as much as a third of the oil resources contained can be economically extracted. Rejuvenating a formation with an alternative source of pressure would allow removal of much more of the oil, some estimates suggesting a further one-third as a possible figure. Older resources could regain their youthful productivity, allowing a doubling of the total production relative to prior evaluations of extraction.

Pure carbon dioxide at great pressure is a remarkable solvent. It permeates materials and selectively extracts certain products, as applied for example to decaffeinate coffee beans. In rock, it can scour remaining hydrocarbons from pores, acting as a combined diluent and solvent. The pressure differential of injected CO2 allows effective collection of the residual resources in formation, thus the term enhanced-oil-recovery. What’s needed is a huge quantity of cheap but relatively pure carbon dioxide.

The Allam Cycle based plant will match the best efficiency of any combined-cycle gas turbine/ steam turbine system at a much lower cost, lower footprint, no air emissions, siting independent of water, and complete carbon capture at less cost than any currently available generating systems. For customers buying liquefied natural gas from the United States, such a power plant can use the cryogenic NG liquid as a coolant (reduce pumping losses) to gain additional percent efficiency to push the overall above 70%. A free-heat source to drive the LNG regasification process for pipeline injection.

I will now revise and extend my remarks. He is not POTUS matl, he just blew it.

* Zero Hedge had a story what a week ago where a punch of scientist came up with the fact man has maybe changed the temp .01 in 300 yrs.
* This is all a scam to surrender more power to the false religion of Socialism/Communism.
* What is more concerning to me is this, no one is talking about wasted thermal energy specifically for electricity production (let alone cars) . Is that not a driver vs C02? Think about this:

* A state of the art supercritial coal fired boiler that means the steam is so saturated with BTU's some argue that it is another form of matter, are at 45% efficiency, and that means 55% is wasted.
* State of the art Combined Cycle Natural Gas ( Jet engine and boiler combined ) are pushing 61% efficient. So 39% is going up the stack.
* Granted in both cases you need a temp difference to start the cycle over and to do work against a turbine.
* Nuclear plants are not much better.
* The solution would be Green Houses for the waste heat ( much cooler climates ) or some large scale heating and cooling system for a city based on heat extacted that is going up the stack, but man that would get complicated.

No one is talking about TEG's, Thermal Electric Generators, a surface amounted device that takes the heat and creates a current flow from it. Not well known and I don't think they are efficient yet, but where is a large scale R & D program for this technology? It could be applied to any heat engine or power-plant.

What I don't know is Rep Crenshaw's take on Gen3 & 4 Nuclear plants.

If you haven't heard of him or are not following Mark Schnieder of "The Green Nuclear Deal" he is a must follow podcast on twitter for the latest developments in Nuclear Power and this week was huge in that regards. 3 Gen4 programs have chosen states/countries to begin construction of prototype demonstration units and NRC reg changes / Murkowski bill round out the push forward.
