Al Qaeda was founded in August 1988 (when Reagan was in office) in Afghanistan and neither Reagan nor George HW Bush had anything to do with it. It was funded by Saudi and other Arab millionaires (the Golden Chain), but not the Saudi government. Bin Laden fled Saudi Arabia in 1991, was declared persona non grata, and settled in Sudan whose military leaders founded the first Islamist government in modern times. In 1996 Bin Laden fled to Taliban dominated Afghanistan, and the rest is history (of which George HW Bush played no part).
