Joe appears something short of making a serious effort. Perhaps he’s being smart not doing otherwise so early. But I think “someone’s” strategy is for him to keep his hand in just enough to prevent other participants from becoming a solid choice in the coming 6-9 months. At the end of that period, Joe will claim a health or personal issue and withdraw. Just in time for the democratic convention in July ‘20, in rides a magical fresh face to save US all.
But what do I know?
One thing for sure is we’re experiencing the largely media created “The Continuing Campaign”. And ohhh do the media & pols love spending other peoples money.

I think you're right. The Old Guard of the Democrat Party are literally OLD. They're all in their mid to late 70’s and have coasted through Congress doing nothing, besides screwing the country and enriching themselves and suddenly the new Young Pioneers come along and they're not about waiting for anything. They want free stuff(totalitarianism) and they want it NOW! and Sleepy Joe and San Fran Nan don't know how to handle them. This is like dumping a hyperactive nine year old in the lap of an 90 year old grand parent. They just don't know what to do.
