I think the cop that fired was jacked up on roids. I’ve seen other people who were doing steroids to bulk up, and they acted just like that. Excessively aggressive, paranoid, and quick to violence.
It could be that he just enjoys killing. The video I saw, he held the rifle on him for a while. It did not show him shooting, but he just did not aim and shoot. He had time to think about it.
