Foreigners that want to come in without a immigration visa or visitor visa, do have a right to come in. They pay for the visas after all. The visitors will have to return to their countries of course and legal immigrants get a Green card and are declared
legal residents and have to report their current address where they live every December or January (I forget which one) Illegals don't report.
In Germany btw every time you move you have report it, even if you just move next door.
