The effort by President Trump to determine through the census, the voting population failed. However, the results of the Commerce Dept. will prevail for apportionment. The Constitution does not require that the census is the only way to determine the voting population. When the census shows a huge discrepancy against the Commerce numbers, the Commerce numbers will be used as the valid count. It would be like me reporting a lower number for my income than what my bank deposits reflect.
That is so wrong. The Census count is the valid and only used number to apportion House seats and the SC has already ruled that illegal aliens are included in the population count and House apportionment.
